Can't change LCD brightness

I have noticed that "Brightness and Lock" under "System Settings"
present controls for adjustment only for laptop LCDs.  Why?  Most of
my desktops use LCD monitors and their brightness often need
adjustment.  Why is this feature missing in Gnome3?
