No, that version should be fine. However, I can reproduce the problem when I change the shortcut from the default <Alt>Above_Tab to <Ctrl>Tab you are using - so the issue is still present when using a custom shortcut that does not contain the <Alt> modifier (ugh). And indeed, there already is a bug report[0] for it (hardcoding the 'alt' modifier).
