you cannot have an *identical*, non-hardware accelerated fallback.
gnome-panel in fallback mode retains most of the appearance as possible
from the shell, but the user experience *by necessity* is different. the
usage of hardware acceleration (let's drop this "2D, 3D" monikers) is
integral to the overall user experience of gnome-shell.
it is possible to have software rendering, with non-awful performance,
but, as it turns out, you CPU makes a crappy GPU replacement.
