Why nested alt-tab?

Sorry if this is explained in details somewhere, but here's my question: why
on earth does gnome-shell use "nested" alt-tab? IMO the whole idea of
Gnome-Shell is "flat instead of nested" (which makes perfect sense), and which
makes overlay mode so good.
