No, at least not like gnome-panel. Functionality can be added with
extensions, and themes can change the appearance.
There's currently no user-friendly way for doing either of those, and it
likely will not be implemented in the 3.0 time frame (I am referring to
a UI, the features itself are implemented).

Yes, the dash will be improved in the following weeks - both on the
inside (efficiency) and outside (appearance).

This is a GTK+ bug in GtkIconView. It is not supposed to look like that,
but the problem is not trivial (I've been told ...)

No. The extra spacing was added by the designers to emulate the filter
list - once the patch mentioned above lands, the spacing will look
right :-)

None that I'm aware of. There will be work on the menu's content, but I
haven't heard much criticism on the looks so far.
(Just in case you are using an RTL locale - it is not displayed as
intended there and will be fixed)
