Not really. GlobalMenu already implements this kind of functionality in GNOME 2.x and it works very well with every program I have used. As I mentioned though, there are issues with Java apps, so the menu bar in Firefox or OpenOffice.org doesn't get removed from the app window with GlobalMenu. It's not impossible to get the menu bar removed from the Java app, for example, when using Firefox on Mac, the menu bar is in the panel, but I'm not sure how that is accomplished.

That is another option, although it may make things look messy. That's why with (C), I would suggest we start with just the app title+clock part of the panel�disappearing�to make room, which leaves the sys tray, logout, and�Activities�in their place (makes it more visually pleasing) and�accessible (for whatever reason). The�accessibility�part isn't that big of a deal, as the menu bar will only be visible until it loses focus, but keeping as much stuff in the same place makes things look nicer and is easier on the user IMO.
