But what if I don't want the windows on the next one?  If I'm
organising my programs by workspace, I might just want to merge a
couple.  Just merging a bunch of programs without letting me choose
where to is something that will get in the way, not help.

Oh bugger, I'm no good at pictures.  Let me try again:

While the + symbol looks neat, and is obvious for creating workspaces,
I don't think it's so intuitive as a location to drag things to.  If
you could create a border around the +, and a workspace background,
you could make the + look visually like another small workspace.  I
think it makes two improvements:

- It's now even more obvious that the + relates to adding a workspace
- It makes it more intuitive as a location to drag programs to in
order to launch them
