You can't move windows other than by the methods you describe.  This is
because the Window Manager and Pager only support Workspaces, not
virtual desktops.  For endless discussion of the relative features, as
well as pros and cons of this see the GNOME mailing list archives.

You could of course write your own pager using libwnck, which provides
an API for this sort of functionality.
