UFT-8 Problem and automatic reload

Hello, i've got to questions. 
1) my gnome 2 (redhat 8) does not automatic reload its folders or the
desktop. For example if i cleaned the trash the full-trash-icon is still
there. The other is, when i download a file the size in nautilus does'nt
actualize automatic anymore.

2) To german users. Has anybody solved the UFT-8 Problem for umlaute and
change the system to ISO-8859-15
