Low-level HAL supplies two properties.

1. battery.charge_level.last_full (int)  

The maximum level of charge the device could hold the last time it was
full. Measured in "battery.charge_level.unit" units.

2. battery.reporting.design (int)  

The maximum level of charge the device was designed for, as reported by
the hardware. Measured in "battery.reporting.unit" units. 

In GPM, 
capacity = battery.charge_level.last_full/battery.reporting.design.

So lower capacity means your poorer battery performance. Value is
decided by battery hardware itself. I think this info is very useful.
