[gpm] Some confusion with HAL CPUfreq interface

Hi Richard,

Is there any method to monitor CPUFreq gonvernor changing in GPM?

I found HAL only supplies D-Bus method for cpufreq as
"GetCPUFreqGovernor". With it, we can get current governor easily. But
if someone changes kernel governor from command line, GPM doesn't seem
to make sense this. Is it better to have a seperate functional property
for this so that up-level application is able to monitor cpufreq
governor property?

Thanks,
-Simon
