Thanks to Nigel and enrique on the Gentoo mailing list, I solved this problem. The problem was either that I had neglected to specify CONFIG_USB_SERIAL_GENERIC=y or that I had the link /usr/src/linux pointing to the wrong directory (Gentoo makes a link linux-beta when you install a 2.6 kernel) when I installed hotplug, or both. Anyway, it works splendidly now.
