As the debian galeon maintainer, i'm not all that worried here.  I have
an open line of communication with the debian gconf maintainer and
probably if i ask him to hurry up with the new upstream because my
package is going to require it, he'll have it out the door pretty
quickly.  Once he does this, I should be able to backport galeon
packages to woody, potato, and progeny quickly and easily.

As far as Debian is concerned, honestly I don't personally believe that
full blown upstream integration of debian build systems is advantageous.
Official debian maintainers are skilled and ussually work sufficiently
quickly, and personally I think that if there are problems in these
areas, I think that interested parties should endeavor to improve Debian
(by becoming developers, maintaining packages, and helping other
developers with their packages) rather than duplicating the effort
completely by providing unofficial packages that may be of lower quality
than official debian releases -- and in any case, the unofficial work
will never make it into the hands of the many people who simply install
a stable release of debian and update whenever a new stable version is
released.

That's my opinion, and i think many debian developers would have the
same opinion, but i'm not sure :)
