guppi is gtk-1.x based.
There is a libguppi in gnome cvs that was a port to gtk2, but it was
never released, and is not maintained. You're basicly limited to
using libgoffice, checking the state of gtk-extras2, or writing your
own. Of the three I'd suggest that libgoffice is the only real
choice.
Depending on your development time table you may want to just take a
snapshot of it when it is released as a standalone lib to avoid
package availablility issues.
