gnome-soundrecorder uses gstreamer and that supports various metadata.
It is quite easy to add e.g. a datetimestamp and a comment. The format
of the metadata depends on the fileformat used for recording. gstreamer
has xmp support, but its not done for all formats. E.g. wav/avi have no
xmp support yet, allthough adding that is a matter of one evening as the
whole xmp parsing and formatting is done in a utility library.
