I'm finding a pattern, I just added "repos['github.com'] =
'https://github.com/'" to the jhbuildrc, the framework is actually
respecting the settings.
Out of the extra repos option i added, it is not working for http
links. Only https is working. I think this is something which needs to
be fixed in jhbuild itself. I didnt find any separate list for jhbuild
to discuss about this.
Can you please give me any further pointers ?

If that option isn't working you could try modifying your local modulesets
and then set the use_local_modulesets option.

in m4-common/.git/config
change/add the url you want like so:
[submodule "autoconf-archive"]
url = git://git.sv.gnu.org/autoconf-archive.git
then try using jhbuild to build m4-common

Or just try to fix your proxy ;)
