Hm. I can't do it myself right now, but have you checked
http://packages.ubuntu.com for a package containing that file?

FWIW: I don't find a devkit-gobject.pc on my machine either :-\

But since Ubuntu-9.10 ships DeviceKit-power 011 you might not need to
build it yourself. Have you tried just skipping the package?

Have you possibly missed a configure flag for DeviceKit, i.e.
- --enable-gobject-bindings? (configure --help should list possible
options). Note that the mentioned flag is just a guess and most likely
doesn't exist.

What are you trying to JHBuild anyway? :)
