I'm absolutely 100% positive it works (using gtk+ 2.6.7)

gtk_window_set_default_icon_name (GTK_STOCK_CUT); worked for you.

Yes, it shows a little pair of scissors in my tasklist just fine.

I now discovered after doing some debugging and then reading this page 
[1]. That you cannot use GTK_STOCK items as a general icon which can 
have different sizes so gtk_window_set_default_icon_name 
(GTK_STOCK_CUT); cannot work

Right, seems to do so here anyway.
