GTK-- is my C++ binding of choice for Gtk+, and there's a companion kit
called gnome-- that wraps (most of) GNOME for C++. The home page is at
http://gtkmm.sourceforge.net and if you're willing to help develop on
GTK-- 1.3 they'll probably be grateful for it as it's based on Gtk+ 1.3
which as you may know has a new API.
Of course, you could use gtk-- 1.2 to write applications... :-)
