The XST tools are getting there quickly and a lot more powerfull than
the KDE or GNOME capplets because they mess with your system
configuration not only on the desktop level.

This is a HUGE task, believe me is not something we want to do.

High, but your asumption seems like something not likely to happen.
We have been working on improving the control center, we released 1.5.5
and plan to push it thru redcarpet it looks much better than the old one
(http://www.gnome.org/~chema/new-control-center.png)

About it beeing included in Ximian, if it goes into GNOME it goes into
Ximian is pretty much automatic.

I think that most reasonable quality apps are shipped with Ximian GNOME.
We are thinking of ways of making even more apps available thru
redcarpet. If you have a suggestion for an app that you would like to
see included in Ximian GNOME send a message to hello ximian com

Ximian rpms are in general a lot higher quality (packaged wise) than
your average rpm.

I think you are talking about a set of different problems and we should
fix all of them. It also seems to me that you don't know how big of a 
task you are talking about. We have been improving the control center
and its capplets a lot recently, if you want to make them better i
suggest that you help us out, i can find an easy taks for you to get
started.
