shortcut supports

Good day.
In gnome2 (and gnome3 classic) it was (is?) possible to create shortcuts
to software with command line options. For example I've have a bunch of
links to different IP-TV playlists (passed as command line option to
VLC). How can I do same stuff with gnome3 shell?
