In my experience, configuring system defaults for all users in GNOME
requires jumping through ridiculous hoops. I'd be glad to be proved
wrong.
However, if you are looking for files to put in /etc/skel then
~/.gconf/desktop/gnome/volume_manager/%gconf.xml might actually work.
