Interesting . Additionally, are the window buttons highlighted when
cursor is placed over them ?

I suspect you may be hitting
http://bugzilla.gnome.org/show_bug.cgi?id=128206 , though highly
unlikely .

imho, i dont believe so .
Nonetheless, check if disabling "/apps/panel/global/tooltips_enabled"
key with gconf-editor helps .
