Just think of this. If you are using GDM or KDM, then you can shut down the machine without even logging into it.
Tgis is an interesting thing to ponder about, but then logically a non-root user should not be able to shutdown after starting in runlevel 5. Why is the distinction made in runlevel 3 only?
