Icon Management

I'm a little puzzled as to where to control the icons. Apps like
gnome-terminal got it's icon set in gconf, but what about other apps;
those that don't even use gconf.

Can icons be stored in elf?

I'm trying to put an svg icon into ardour, which basically ships
without an icon.
