Rather than a feature, I think that's a bug :)

Yeah, I used to get this a lot when I clicked on window titlebars. It
is a bug to do with focus and windows. So you might find more details
in Bugzilla in the metacity component. (Metacity is the usual window
manager.)
I don't get this bug happening to me any more, so I presume an upgrade
at some stage cured it. Unfortunately, I can't remember which upgrade.
It was either from Fedora Core 1 to Fedora Core 2, or an upgrade of all
packages Gnomish on FC2 itself. That's the best I can offer.
