Have a look at the /apps/metacity/general/reduced_resources key. I think
it was introduced in Gnome 2.6. Setting this key to true has the
unfortunate result that a frame is displayed when resizing a window
(instead of the window's content). I've never heard anyone calling for
this "feature" (as opposed to deactivating minimize frames), but we've
got them both :-(
