window list 2.11.92 taking over gnome-panel

How do I set the max size of window list - not just the max of an
entry. As I open more windows, the list just keeps expanding.

Also it used to stack windows as more were launched. That is, there
would be two rows, not just one. It doesn't do that anymore. Is there
a switch hidden somewhere?
