Removing the "delete panel" option from top panel's menu

I'm using SPARC Solaris 8 Sun's GNOME distribution.
We've had several novice users who have accidentally selected the
"Delete This Panel..." option on the top panel. This leaves them in a state
where , as far as I can tell, they have to start over from scratch,
deleting all their gnome preference files, to regain a top panel.
There is no "new panel -> top panel" option on the menus in this
version of gnome.
Since the company is comitted to continuing using Sun's implementation
of GNOME, I was wondering where there was anything I could do to disable,
for all users, the ability to remove that option from that one type of
panel - so that the top panel no longer had the "delete this panel"
menu selection.
