Tooltips

I'm trying to add an icon of the removeable media sources I have, to my
desktop. I would like the same functionality the icons have within the
Computer folder, already on the desktop ie when mounted the icon
changes. And I would like to add a tooltip to the volume icon I have
just described. Is this possible and how would I go about doing this?
