Yes I agree it would be too much work. I was wondering this problem and
noticed that you actually can get this panel context menu by clicking
with right button on bottom panel top pixel line (you need to click
farest pixel of this panel seen from screen edge).

In Gnome 2.2 (panel 2.2.2) you could click any panel edge pixel to get
this context menu. Is current behaviour done in purpose? Should I create
usability bug report about this? What do you people think?

My current panel version is by the way 2.6.0.
