There is a bug open about this:

It's currently considered a pretty major accessibility problem.

There is also a bug open about this :)

and a patch is available in GNOME CVS
(sun-patches/metacity/438-95273-s.diff) that implements it, if you're
willing/able to rebuild metacity yourself.
