Ah, indeed it does!  Shame on me for not checking Bugzilla... 

So okay, I'll accept that I can't yet do it through control center. 
However, from http://bugzilla.gnome.org/show_bug.cgi?id=86612 it does
appear that I could feed the info to Metacity directly through gconf as
<Mod4>1.  I'll try that when I get home to my Gnome2 box and report
results here.
