"Docked" windows? Do you mean the tasklist? If so, right click on the
panel, go to Panel->Add to Panel->Applet->Utility->Tasklist. That will
add a new tasklist.
I don't know why applets randomly disappear from the panel. it used to
happen a lot on older GNOME, newer GNOME releases seem to be *almost*
free of that annoyance. If you upgrade RedHat or install Ximian GNOME,
you can insure that you keep GNOME up-to-date with the latest releases.
