Customizing menu

I really like the user interface of Ximian 1.4. I want to set it up for use 
in our office, but first I need to simplify the menu structure by removing 
a number of menu items, and adding a few others.

What is the easiest way to do this? I have not done this before.

Is it possible to set up different menu configurations for different types 
of users, e.g., administrator vs. regular user?
