i bumped the one for 1.4 to version 1.4 since some things changed,
notably the removal of the session-properties capplet and the inclusion
of the gnome-vfs mime types capplet.

the old 1.3 tree will become 1.5.0 when it comes out... after getting
some much needed work done on it.
