You need to get oaf. If you want to use packages oaf-devel will provide
liboaf.h. You can find source at download.gnome.org under the unstable
directory or Ximian has binary packages. In general a good place to search
for missing files is www.rpmfind.net which will search all the packages. You
do have to specify the path of the file though - A search for
/usr/include/liboaf/liboaf.h
http://www.rpmfind.net/linux/rpm2html/search.php?query=%2Fusr%2Finclude%2Fli
boaf%2Fliboaf.h
will return the oaf-devel-package on that site.
