George,
I think (and I may be wrong) that you're referring to the Gnome Desk
Guide.  If you want to get this back on your panel just:

Right-click on the Panel
Select Panel from the menu
Select Add To Panel from the menu
Select Applet from that menu
Select Utility from that menu
Now select Desk Guide
