It's a window manager function.  Assuming you're using any half-sensible
Sawfish theme, just click on the menu button in the window's title bar,
and select "Send Window To >".  

You could also set up a keyboard shortcut to do this in the GNOME
Control Center, Sawfish>Shortcuts section.
