installing GNOME panel

Dear List,

I am running Debian linux, and GNOME is installed (ie I have the control
center and tools etc) but the panel at the bottom with the foot is not
there.  I have Bill McCarty's book which says I should edit my XSession,
but not only do I not have an XSession bu the X11 subdirectory(s) are not
under /etc/.  Can someone help me please?
