I don't know why the reboot/halt option went away and returned; some
kind of bug that got fixed I guess.

In Red Hat Linux 6.2 shutdown/reboot require only the user password,
not the root password, so any user can reboot (if they are logged in
to the console, you need to be root if you are logged in remotely).
Typing "shutdown" on the command line as a user will also ask for the
user password.

In our current beta, no password is required at all, if you're on the
console.
