I think configure is broken. It is calling

gnome-config --modversion capplet

and expecting 'capplet-*' back. On my system (solaris 2.6) it returns
'gnome-libs-1.2.8'

For a quick and dirty fix, change 'xcapplet' to 'xgnome-libs' on line 5455
of
the configure script.
