Actually - capplets are the stuff that run in the control-center. For
example the background-properties stuff is a 'capplet', Sawfish provides
its own 'capplet' for its configuration stuff.
An applet is the little programs that run on your panel. If you want to
write one of these, then the documentation is available on
developer.gnome.org and in other 'various' places.
If you want to write a 'capplet' then your best bet would be to read the
