Keep panel below windows option

Hi,

I'd like to know if it is planned to make the option
"Keep panel below windows" configurable on a per panel
basis. I just added the first drawer to my edge panel
and noticed that the drawer panel also opens below the
other windows, which doesn't seem to make much sense on
a cluttered desktop if I just want to use it for launching
and auto-closing afterwards. And I don't want *all* my
panels to be always on top.
