No. Red Hat simply froze 6.1 before beta4 came out. And Mandrake is
still based upon Red Hat Linux, afaik.
However, even though Red Hat use the beta2 tree as base, most of the
changes that went into beta3/4 are included in their package as
patches.
So it is essentially a beta4.
