is gnome-libs freezed?

There has been some talks about a new release of gnome in the near 
future.

gnome-core/applets is in freeze state and now I wonder:

1. Is gnome-libs-1.1.* freezed or is the it still under development?
2. Is it possible to install gnome-libs 1.1.* without recompile all 
installed gnome-applications?
