Focussing behaviour is controlled by your current Window Manager,
not Gnome, and certainly not X.
If it is Sawfish, open up the Control Panel//Sawfish window manager//
Focus Behaviour and choice what you would like.
I have seen similarly easy configuration methods for Enlightenment and
Window Manager.
For Window Managers such as twm, fvwm*, etc, you'll have to get into the
joys of hand editing the configuration files.
If you are running MS-PC servers without xdm(rc), such as Hummingbird,
then you are on your own - some have a GUI config, some don't, and
you are probably fighting MSWindows, depending on your setup.
At the same time, consider the window raising policies when a window gets
focussed.
If you are new to X, you will probably find your preferences will be
different a few months down the track, so revisit the configuration
pages of your favorite wm regularly as you settle in.
