Re: gnome-panel.h

I reported this earlier.  It seems the gnome-core-1.2.1 tarball has some file
missing (compare with the gnome-core-1.2.0 tarball).  I don't know who is
responsible for packaging gnome-core so I cc miguel@gnu.org. 

Also upgrade to gnome-core 1.2.1 from 1.2.0 with the patch file in the gnome
ftp site seems to solve this problem.
