Can the Root Window be modified via a config file?

Can the root window menu be modified via a config file?

I'd like to be able to add actions to the root window menu without
rebuilding a machine from scratch.  I can't seem to find any config file
that controls the option available on the root window menu.   I'm using a
Mandrake 7.1 box.
