	The mentioned files are not included in the GnomeICU distribution. You should
copy your Windows' ICQ files, from Program Files\ICQ\Sounds\* to
/usr/share/sounds/gnomeicu
	Or, if you have any artistic skills, maybe make us some original ones? :)
